Battle brewing over plan to redevelop King David Mowbray Golf Course

The City of Cape Town has opened a public comment period on a proposed mixed-use redevelopment of the King David Mowbray Golf Course precinct and surrounding City-owned land in Mowbray and Pinelands.
Residents, stakeholders and interested parties have until 6 July 2026 to provide input on both the proposed land release and a draft concept development plan for one of Cape Town’s most strategically located parcels of municipal land.

No final development decisions have been made
The proposed development envisions a mixed-use precinct that could include affordable housing, retail and commercial facilities, community amenities, recreational spaces, a school, public open spaces and a new train station.
According to the City, no final development decisions have been made and the current process is aimed at gathering public feedback on an emerging concept.
Mayoral Committee Member for Economic Growth, James Vos, said the City has a responsibility to ensure the land delivers long-term public value.
“The Pinelands/Mowbray site, including the King David Mowbray Golf Course land, is a strategically located City-owned asset, and we have a duty to ensure it delivers long-term public value, including opportunities for economic growth, job creation and inclusive development,” Vos said.
He emphasised that the public participation process is intended to be transparent and inclusive.
“It is important to emphasise that no development decision has been taken. This is an early-stage process aimed at testing an emerging concept with the public and stakeholders,” he said.
Running concurrently
Two public participation processes are currently running concurrently.
The first is a voluntary public engagement process on the draft concept development plan, managed by consulting firm Infinity.
The second is a statutory public participation process on the proposed land release in terms of the Municipal Asset Transfer Regulations, managed by the City of Cape Town.
The broader precinct, which includes the existing golf course, sports facilities and adjacent City-owned land, has been identified in the City’s spatial planning framework as an area of metropolitan significance with potential for mixed-use infill development.
The draft concept currently under consideration proposes development across three parcels and includes residential development with a minimum of 30% affordable housing units, retail and commercial opportunities, community facilities, a school, public open spaces, ecological corridors, recreational facilities and a proposed new railway station.
Broader spatial transformation
The City said the concept aligns with broader spatial transformation, sustainability and economic development objectives.
Officials also acknowledged the longstanding presence of current users and tenants on the site, including sporting organisations.
“The City acknowledges the longstanding presence and contribution of existing users and tenants, including sporting clubs and associated facilities on the site. These stakeholders form an important part of the precinct’s history and ongoing use,” the City said.
The City confirmed that representatives of the King David Mowbray Golf Club and the Clyde Pinelands Football Club have already been briefed on the project and public participation process.
As part of the consultation programme, a public open house will be held at the King David Mowbray Golf Club clubhouse on 20 June 2026 from 10:00 to 14:00, where residents can engage directly with the professional team responsible for the project.
Members of the public can also submit comments online, by email or via the City’s public participation platforms before the closing date of 6 July.
